Evaluation
 

PUSD’s SVPP grant program is individualized to the needs of each school where improvements are to be made. Our project includes a comprehensive, multi-method evaluation plan to ensure an ongoing review of the project’s progress and a thorough assessment of its overall effectiveness. PUSD’s evaluation includes setting program goals, including the Government Performance and Results Modernization Act (GPRAMA), measuring performance against those goals, and publicly reporting progress in the form of funding spent, resources used, activities performed, services delivered, and results achieved.

 

Goal 1/Objective 1: Increase the capacity of PUSD to implement strategies that improve security at schools and on school grounds through funding for personnel, technology, equipment and training. Performance measures include: 1) Extent to which COPS Office award funding has increased our capacity to implement or enhance school safety; 2) Increase the number of policies, procedures, Memorandum of Understandings, and protocols related to school safety and violence prevention created; and 3) Increase the number of law enforcement officers and PUSD personnel who are trained to: a) respond to an Active Shooter threat; b) provide Tactical First Aid; and c) use and operate the technology and equipment purchased under this grant.
 
Goal 2/Objective 2: Extent to which COPS Office funding has increased our capacity to improve or enhance school safety. Performance Measures include: 1) The rate of effectiveness of the COPS Office funding in increasing our capacity to improve school safety; 2) Increase the number of students, staff and visitors who report feeling safe at school; 3) Increase the number of PUSD school sites with increased knowledge, and skills to respond to simulated emergency drills; 4) Increase the number of threats (physical hazards and individuals) to school property that are addressed or mitigated.
 
 
 
 
A project of this scope needs high quality evaluation. Our project includes hiring SPSG, Inc. as our independent Evaluator. SPSG has served as the independent Evaluator for PUSD since 2010, which has included previous state and federal grant programs received by PUSD that support students’ social and emotional needs, and is familiar with PUSD schools and our community, as well as the evidence-based practices included in this project. SPSG has extensive experience evaluating education, health, mental health and social services programs, and is proficient in all aspects and methods of evaluation stated in this proposal. 
 
SPSG will conduct a comprehensive evaluation plan to ensure an ongoing review of the project’s progress and a thorough assessment of its overall effectiveness. The multi-method approach to our evaluation includes empowerment, process, fidelity, and outcome procedures. Our evaluation plan is designed to collect and analyze data on how the project is affecting individual student behavior, in accordance with privacy requirements, to ensure the programs are working to improve our students’ well being and our school environment.
