P2 Goals and Objectives will measure our progress in increasing our capacity to identify, assess, and serve students exposed to pervasive violence by offering affected students mental health services for trauma and anxiety; support conflict resolution programs; and implement other school-based violence prevention strategies in order to reduce the likelihood that these students will later commit violent acts. We have identified four goals for our P2 program with 25 corresponding outcomes that are integrated with broader district initiatives
 
Goal 1: Create a safer and improved school environment and Improve Academic Outcomes
  • Annual decrease in violent, aggressive, and disruptive behavior in schools served by the grant
  • Decrease the suspension rates for all schools as well as the district-wide suspension rate
  • Decrease the percentage of students who engage in a physical fight on school property
  • Decrease the percent of students who report physical violence in a dating relationship
  • Increase the percent of students feeling very safe at school
  • Provide conflict resolution training to at least 60 students annually.
  • Provide mentoring services to at least 60 students annually.
  • 100% of PUSD schools will decrease their chronic absentee rate.
  • Proficiency standards for English Language Arts and Math will increase each year

 

 

Goal 2: Increase access to school-based counseling, and referrals to community-based counseling services, for assistance in coping with trauma or anxiety.
  • Increase in the number of students in schools served by the grant who receive school-based and community-based mental health services to address needs resulting from exposure to violence
  • Decrease the percentage of students who seriously consider suicide
  • Decrease the percentage of students who feel so sad or hopeless that they stop doing their regular activities for two weeks of more
  • Decrease the number of 51/50 (harm to self or others) referrals for PUSD students
  • Increase the number of students receiving alcohol and drug counseling

 

 

Goal 3: Increase school-based social and emotional supports, for students to help address the effects of violence
  • Annual increase in the school engagement (participation in school-related activities, and the quality of school relationships, which may include relationships between and among administrators, teachers, parents, and students) of students served by the grant
  • Increase the percentage of students reporting a high level of developmental assets at school
  • Decrease the percentage of students victimized by bullying behavior
  • 100% of schools are implementing the multi-tiered behavioral framework (Tiers 1, 2 and 3) with fidelity, as measured by the Tiered Fidelity Index (TFI) and the School-Wide Evaluation Tool (SET).
  • Decrease the percentage of students who report alcohol use
  • Decrease the percentage of students who report drug use

 

 

Goal 4: Increase Family and Community Engagement
  • Annual increase in the quality of family engagement with community-based organizations
  • Increase the number of parents who receive training and/or participate in P2 activities and programs
  • 20% annual increase of participating parents and guardians who report an increased confidence in supporting the needs of their child(ren).
  • 10% annual increase of participating parents and guardians who report increased quality of family engagement with community-based organizations
  • Create at least four Memorandums of Understanding, or new policies and procedures annually between PUSD and community partners that relate to preventing youth violence and increasing the capacity of PUSD to address the needs of affected students who are exposed to pervasive violence.

 

 

 
 
 
A project of this scope needs high quality evaluation. Our project includes hiring SPSG, Inc. as our independent Evaluator. SPSG has served as the independent Evaluator for PUSD since 2010, which has included previous state and federal grant programs received by PUSD that support students’ social and emotional needs, and is familiar with PUSD schools and our community, as well as the evidence-based practices included in this project. SPSG has extensive experience evaluating education, health, mental health and social services programs, and is proficient in all aspects and methods of evaluation stated in this proposal. 
 
SPSG will conduct a comprehensive evaluation plan to ensure an ongoing review of the project’s progress and a thorough assessment of its overall effectiveness. The multi-method approach to our evaluation includes empowerment, process, fidelity, and outcome procedures. Our evaluation plan is designed to collect and analyze data on how the project is affecting individual student behavior, in accordance with privacy requirements, to ensure the programs are working to improve our students’ well being and our school environment.
